On March 28, 2015, the State Development and Reform Commission, the Ministry of Foreign Affairs and the Ministry of Commerce jointly issued the Vision and Action for Promoting the Construction of the Silk Road Economic Belt and the Marine Silk Road in the 21st Century. Among them, the document clearly proposes to support Fujian to build the core area of the 21st century Marine Silk Road, which provides Fujian with new development opportunities. As an important window for China's southeastern coastal areas facing the Taiwan region, linking the Yangtze River Delta, the Pearl River Delta and the north south passage important nodes, Fujian will win the economic development and the economic prosperity of the neighboring provinces and autonomous regions along with the economic development and opening to the outside world at the same time. But at the same time, in the face of unprecedented development opportunities, Fujian's open economy is still stranded in its internal constraints, and it still needs to face the challenges such as risks and other external factors that may exist in the implementation of the "one belt and one way" initiative, such as backward transportation infrastructure, imperfect industrial structure, obstacles to economic and trade cooperation, and domestic and foreign economies. Therefore, only by fully understanding the practical problems and grasping the historical opportunities can Fujian's open economy develop smoothly and build a new Fujian with "mechanism, excellent industry, people's wealth and ecological beauty".
