宁波市新型农村医疗合作制度的实施现状及改进政策

摘    要

   

新型农村合作医疗制度（以下简称新农合）是我国为解决农村居民看病就医、医药费用问题而建立的一项基本医疗保障制度，这一制度的实施给农民带来了实惠，一定程度上减轻了农民的经济负担。在具体实施过程中，迫切需要了解新农合政策是否满足农民需求，能否健康、可持续发展，在实施过程中存在哪些问题。本文借鉴国内文献资料，在了解宁波市新型农村医疗合作制度实施现状的基础上，针对宁波市新农合医疗制度运行过程中存在的问题进行了分析并提出一些建议与对策，以期对宁波市新农合政策的实施及调整提供借鉴。

  The new-type rural cooperative medical care system in China is to resolve the rural residents medical treatment, medical costs and the establishment of a basic medical insurance system, the implementation of this system has brought tangible benefits to farmers, to some extent alleviate the financial burden of them. In the specific implementation process, the urgent need to understand the new rural cooperative medical care policy is to meet the farmers needs, whether health, sustainable development, in the implementation of what problems exist in the process. This paper reference literature at home, In the understanding of Ningbo new rural cooperative medical system implementation present situation foundation, the paper analyzed and advanced some measures and suggestions for the city of Ningbo new rural cooperative medical system in the running process of the existing problems, which provided a reference in new rural cooperative medical policy and adjustment.
